Meet Connor Blier

Connor Blier is a third-generation Rhode Islander who chose Ward 13 and put down roots. He's restoring a 1910 home, serves on the boards of small local businesses, and volunteers with the WBNA to keep our streets clean and welcoming. A URI grad who taught himself Spanish to better serve his neighbors, Connor is running so working families and longtime residents can afford to stay.

Priority 1

Affordable Housing for the People Who Already Live Here

Providence needs more housing, but we have to be strategic about who we build with and how. Connor supports a Permanent Housing Stability Fund - building on the RENT program - so no resident loses their home over a temporary setback, and extending that help to low-income homeowners and seniors facing foreclosure. He'll create pathways to homeownership through closing-cost assistance, targeted tax relief, and help with insurance and mortgage costs, so buying a home stays within reach for local families. He'll partner with developers who have a record of integrity and direct large-scale projects toward vacant and underutilized commercial properties already zoned for housing, instead of incentivizing corporate acquisition of our historic multifamily homes. Those should stay available to families, owner-occupants, and small landlords invested in the neighborhood. Connor also knows there's a difference between a local small landlord and a large operator raising rents across hundreds of units while ignoring mold, lead, and unsafe conditions and he'll put accountability where it belongs. As new affordable units come online, he supports giving teachers, nurses, first responders, and public works employees a fair shot at living in the city they serve.

Fully Funded Schools and a Fair Share from Big Institutions

Providence relies heavily on property taxes, and 44% of the city's property is tax-exempt so when large institutions avoid paying their share, the burden lands on everyone else. Brown University holds one of the largest endowments in the country while expanding its real estate footprint across the city. Connor supports state-level reforms - property-tax exemption reform, land-value taxation on large institutional holdings, and formula-based PILOT requirements - so major institutions are legally required to contribute to the communities they benefit from. That revenue should come back to residents, starting with our schools. As Providence schools return to local control, Connor supports a full audit of the education budget, school spending, and student outcomes: where the money is going, which programs are improving attendance, graduation, reading, math, and career readiness, and which are not. Graduation rates are up and chronic absenteeism is down, but the gaps are still serious. Connor will invest in what produces measurable results, end what doesn't, and be honest with families about the outcomes because the kids in school today can't wait years for a better system tomorrow.

Priority 3

Safe Streets and Neighborhood Basics That Actually Work

Providence has grown roughly 12% since the early 2000s, and our infrastructure has to keep up. Connor supports transportation planning that reduces unnecessary traffic instead of accepting congestion as inevitable - maintaining and expanding bike paths where they make sense, improving pedestrian safety, and giving residents real alternatives to driving for every trip. That work should happen with community input, so bike lanes, roads, sidewalks, speed bumps, one-way streets, parking, and transit work together instead of against each other. Ward 13 is also home to some of the most historic places in Providence, and the Cranston Street Armory at Dexter Park has sat vacant and deteriorating for years. Connor supports a serious reuse plan that brings it back as a community space. He's open to public safety approaches that add visibility and connection without making neighborhoods feel over-policed, including bringing back mounted police around parks, events, and high-foot-traffic areas. Above all, this is a constituent-focused job: answering calls and emails, showing up, and making sure sanitation, potholes, sidewalks, lighting, parks, and permits actually work for the people who live here.
